Araber sind 2,34 Prozent der Bevölkerung in Deutschland, begehen aber 40% der Straftaten im Bereich der organisierten Kriminalität
Wenn früher im Urlaubskatalog von „verkehrsgünstiger Lage“ des Hotels geschwärmt wurde, lag die Bude wahrscheinlich direkt an der Autobahn oder in der Einflugschneise des Flughafens. Und wenn vom „unaufdringlichen Servicepersonal“ die Rede war, hieß das eher: weit und breit kein Kellner in Sicht.
Genauso verhält es sich heutzutage mit der Kriminalitätsstatistik. Alles, was Innenminister Thomas de Maizière mit wichtiger Miene und forschem Optimismus in die Mikrofone schwätzt, ist größtenteils Mumpitz, bestenfalls ein kleiner Ausschnitt der Wirklichkeit, dafür aber üppig überschminkt wie eine Bordsteinschwalbe.
So meldet das Innenministerium für 2015 einen Anstieg bei Ladendiebstahl (+7,1% auf 391.402 Fälle), Taschendiebstahl (+7,0% auf 168.142 Fälle) und Wohnungseinbruchdiebstahl (+9,9% auf 167.136 Fälle). Der Zahlensalat verschafft dem Minister einen Auftritt in den TV-Nachrichten und die Botschaft lautet: Hier ein bisserl mehr, da etwas weniger, alles nicht so schlimm. Die Zuwanderung spielt so gut wie keine Rolle, dafür haben Straftaten von rechts zugenommen.
Wie man sich im Innenministerium die Zahlen zusammenbastelt, wissen wir nicht, interessant ist eher das Warum?
Die Antwort liefert ein vielleicht interner Bericht des Landeskriminalamts Berlin, den Focus im Januar 2016 zitiert. Demzufolge machen arabischstämmige Menschen zwar nur 2,34 Prozent der Bevölkerung aus, bei den Straftaten im Bereich der organisierten Kriminalität entfallen jedoch fast 40 Prozent auf die Mitglieder der Clans. Insgesamt beherrschen zwölf Großfamilien die Berliner Unterwelt, bis zu 500 Verwandte gehören ihnen an. „Die Clans sind für Zehntausende Straftaten jährlich verantwortlich“, weiß Bodo Pfalzgraf, Landeschef der Deutschen Polizeigewerkschaft. „Weil die Realität aber politisch unerwünscht ist, stellt der Staat sich dumm.“
Obwohl sich der Staat also „dumm stellt“, und alle zur Verfügung stehenden Zahlen so wertlos sind wie ein Zweier im Lotto, nahm sich Maybrit Illner des Themas an und stellte launig die Frage: „Einbruch, Diebstahl, Überfall – Kriminalität ohne Grenzen?“
Sebastian Fiedler vom Bund Deutscher Kriminalbeamter stellte ebenfalls gleich klar, dass die Statistiken „nur einen Ausschnitt“ darstellen, der letzte ernstzunehmende Bericht stamme von 2006. Wenn sein Bild der Lage auch nur ansatzweise der Wirklichkeit entspricht, ist die Leistungsfähigkeit unserer Landesregierungen ungefähr auf dem Niveau von Burkina Faso, ohne das afrikanische Land beleidigen zu wollen.
Die Polizeibehörden der Länder haben nicht einmal ein einheitliches IT-System, sie dürfen von Tätergruppen keine Bewegungsprofile über die Landesgrenzen erstellen (dank der Unfähigkeit des unfähigen Maas’), und ihre Ausstattung ist ein einziger Jammer.
Nicht besser sieht es im größten Paradies auf Erden, der EU, aus: Deutsche Ermittler stehen bei grenzübergreifender Verfolgung hilfesuchend an jedem Schlagbaum, Schengen gilt nur für die Ganoven.
Wenn denn doch mal polizeiliche Erfolge zu vermelden sind, hilft die Justiz den Verbrechern nach besten Kräften. „Arabische Clans dürfen Gewinne behalten“, weiß Polizist Fiedler, Maas kommt auch hier nicht in die Pötte. Man weiß inzwischen, dass Asylverfahren benutzt werden „um Täter vorzuschicken“, Rumänen richten ihre Kinder zum Klauen ab, die bleiben straffrei, Vater und Mutter auch. Einbrecherbanden aus Osteuropa arbeiten längst ausgeklügelt in Haupt- und Nebensaisonen, gerade mal 14% der Einbrüche werden aufgeklärt, nur 3% der Täter verurteilt. Risiko und Nebenwirkungen sind wahrscheinlich auf der Flucht im Berufsverkehr größer als bei der Einbruchs-Tätigkeit selber.
Wenn auch inzwischen jeder Vierte jemanden kennen dürfte, bei dem eingebrochen wurde, ist das eigentliche Problem viel größer. „Ein starker Staat und eine offene Gesellschaft gehören zwingend zusammen,“ mahnte der Historiker Jörg Baberowski.
Stephan Mayer von der CSU stellte fest, dass überall „die Verrohung zunehme“, aber er konnte für sein Bundesland Bayern tatsächlich einen Rückgang der Kriminalität vermelden. „In NRW ist das Risiko, beraubt zu werden, sechs mal so hoch.“ Wir glauben es sofort.
Auftritt Cem Özdemir, der seine Teilnahme an der TV-Runde einerseits wohl dem Umstand verdankte, dass auch bei ihm schon mal eingebrochen wurde, andererseits, dass seine Partei mit der denkwürdigen Forderung nach „mehr Polizei“ in die Mitte strebt.
Bei ihm können sich AfD-Politiker, die immer noch glauben mit Sachkenntnis in Debatten punkten zu wollen, ruhig eine Scheibe abschneiden. Es geht im TV um Blödelei und Hinterhältigkeit. Die bayerischen Zahlen tat Özdemir mit „Folklore“ ab, und dem Historiker Baberowski warf er ein aus dem Zusammenhang gerissenes Zitat vor die Füße – sein rot-grüner Nachrichtendienst hatte ihn diesbezüglich schlau vorbereitet.
Zum Thema steuerte er die soziologische Erkenntnis bei, dass hauptsächlich „arme Schweine arme Schweine ausrauben“.
Obwohl niemand von der einstigen Volkspartei aus dem Willy-Brandt-Haus zugegen war – bei dem Thema wäre wohl auch kein Blumenpott zu gewinnen gewesen bei der Bilanz von Bundesländern mit SPD-Regierungen – wurde dennoch hauptsächlich gefordert: Mehr Geld für die Polizei und deren Ausrüstung, mehr Bildung für Verbrecher, damit die einen Top-Job kriegen und nicht mehr einbrechen müssen.
Wer nicht so lange warten mag, hat halt ein ziemliches Problem und muss sich selbst helfen. Ex-Profi-Einbrecher und Buchautor Hammed Khamis ist nach dem Ex-Salafisten und ebenfalls Buchautoren Dominic Schmitz eine weitere Lichtgestalt rot-grüner Resozialisierung, die regelmäßig durch die Talkshows tingelt. Er erzeugte Heiterkeit im Publikum, als er die beste Empfehlung des Abends gab: „Die meisten Einbrecher haben Angst vor einem Hund“.
Manche haben auch Angst vor Elke Wolber von der Bürgerhilfe „Esch“ im Landkreis Ahrweiler. Da gehen seit 2014 Nachbarn auf Streife, seither ist dort nichts mehr passiert. Deutschlandweit rüsten 40.000 Bürger auf und beantragten den „kleinen Waffenschein“, Wohlhabende engagieren private Wachdienste, ein Geschäft mit Zukunft.
Das Hauptproblem wurde – typisch für die TV-Tranquilizer – nur am Rande abgefertigt. Die staatsgefährdende Kuscheljustiz. Historiker Baberowski: „Die Verbrecher lachen über den Rechtsstaat.“
Die Mörder, die den Vietnamesen Johnny K. 2012 am Berliner Alex totschlugen, sind wieder auf freiem Fuß. Und zu Niklas, der in Bad Godesberg totgetreten wurde, merkte der Einspieler vom ZDF lakonisch an, er sei halt „zur falschen Zeit am falschen Ort“ gewesen.
